You need to register the birth of your baby through the Philippine Embassy in New Delhi as a first step (preferably within 12 months from birth). probably they can do cause here in UK my son can apply a dual nationality and same with me, but it depends on the country as well so it's better to check the Indian and Philippines immigrations if they'll allow your daughter to have dual nationality. it's better to check straight to them...goodluck!
yes, your child can inherit your filipino citizenship.
India does allow dual citizenship but you will have to check if Phillipines allows dual citizenship or not. if they do then you can apply.
